A 1GW wind farm for Ras Shokeir
Infinity Power and Hassan Allam Utilities Energy signed a power purchase agreement with the Egyptian Electricity Transmission Company on Tuesday 1 September 2026 for a 1 GW wind farm at Ras Shokeir, on Egypt's Gulf of Suez coast, according to Ahram Online.
The agreement adds to a run of large-scale wind contracts moving through Egypt's power sector this year, as the government works to raise renewables' share of installed generation capacity, according to Enterprise's Egypt edition.
The project will cover roughly 143 square kilometres of the Ras Shokeir site and is expected to supply electricity to more than 1.2 million Egyptian homes while avoiding more than 1.36 million tonnes of carbon dioxide emissions a year, the companies said, according to Ahram Online.
The agreement was signed by Mona Rizk, chairperson of the Egyptian Electricity Transmission Company, and Nayer Fouad, co-founder and chief executive of Infinity Power, Ahram Online reported.

The second wind deal for this stretch of coast
The Ras Shokeir signing is the second major wind power-purchase agreement reached for that stretch of the Gulf of Suez this year. A consortium of Aeolus, Engie and Orascom Construction signed a separate PPA earlier in 2026 for a 900 MW wind farm at the same site, according to Enterprise's Egypt edition. The reporting on the two deals does not say whether the Infinity Power/Hassan Allam and Aeolus/Engie/Orascom sites are adjacent or overlapping within Ras Shokeir.
Combined, the two agreements put 1.9 GW of new wind capacity under contract at a single site on the Gulf of Suez, feeding into the national grid that the Egyptian Electricity Transmission Company operates. EETC is the buyer of record on the Ras Shokeir agreement, under the PPA that Mona Rizk and Nayer Fouad signed on 1 September.

The companies behind the deal
Infinity Power, the joint venture between Egypt's Infinity and the UAE's Masdar, currently operates 1.3 GW of capacity across Egypt, South Africa and Senegal and has set a target of reaching 10 GW of operating capacity by 2032, according to Ahram Online. By simple division, that existing 1.3 GW is 13% of the 2032 target, an indication of how much of the company's planned growth still lies ahead.
Hassan Allam Utilities says it is contributing to more than $3.5bn in renewable energy investments in Egypt, with 3.3 GW of projects currently under development, the company said, according to Ahram Online. That figure spans the company's renewable-energy activity across Egypt broadly, not the Ras Shokeir project on its own.
The agreement deepens the involvement of the UAE's Masdar in Egyptian power infrastructure through its joint venture with Egypt's Infinity, the two companies behind Infinity Power.
- 1 GW — capacity of the wind farm covered by the new PPA
- 143 square kilometres — approximate area of the Ras Shokeir site
- 1.2 million+ homes — electricity the project is expected to supply
- 1.36 million tonnes — CO2 emissions the project is expected to avoid each year
- 900 MW — capacity of the separate Aeolus, Engie and Orascom wind PPA at the same site
- 10 GW by 2032 — Infinity Power's own target for operating capacity
- 3.3 GW — renewable-energy projects Hassan Allam Utilities has under development in Egypt
- 45% by 2028 — Egypt's government target for renewables' share of installed generation capacity
Egypt's wind corridor and what remains undisclosed
Ras Shokeir sits within the Gulf of Suez, which Ahram Online has described as one of Egypt's key wind corridors, and which feeds directly into the grid run by the Egyptian Electricity Transmission Company. The concentration of two large new contracts at a single site this year reflects how much of Egypt's near-term wind expansion is landing along this particular stretch of coast.
Egypt's Ministry of Electricity and Renewable Energy is targeting renewables at 45% of installed generation capacity by 2028, according to Enterprise's Egypt edition. At 1 GW, the Ras Shokeir PPA is one of the larger single wind agreements signed in the country this year, on top of the 900 MW deal already contracted for the same stretch of coast.
A power purchase agreement fixes the price and volume of electricity a generator will sell to a buyer over the life of the contract, in this case to EETC, Egypt's state transmission company, giving developers the revenue certainty typically needed to raise project financing.
The companies did not disclose a target date for construction to begin or for the wind farm to reach commercial operation, according to the available reporting on the signing.
Financing and construction details commonly follow the signing of a PPA rather than accompanying it, though neither company said whether financial close has been reached for Ras Shokeir. A signing typically marks the start of a multi-year development process that runs through financing, permitting and construction, rather than its conclusion.
For now, the confirmed details are the capacity, the site, the buyer and the date: a 1 GW wind farm at Ras Shokeir, under contract to the Egyptian Electricity Transmission Company, agreed on 1 September 2026.
